The Stupid Motorist Law
Arizona has a monsoon season where huge amounts of rain might fall very heavily for short periods of time. This creates flash floods that create powerful torrents moving as fast as 20 mph. These torrents can often resemble concrete slurries with the total water content of the being only 20%. In Arizona, motorists who dare to cross these floods often become stranded as it only takes submergence into 6 in of water to stall a car. Motorists in Arizona are now being charged with their own rescues if found at fault under the so called Stupid Motorist Law enacted in 1995.
