First to Declare, Last to Ratify
Rhode Island was the first of the thirteen colonies to declare independence from Britain, doing so on May 4, 1776, two months before the Declaration of Independence. It was also the last of the original thirteen states to ratify the Constitution, finally doing so in May 1790, fourteen months after George Washington had already been inaugurated as president, and only after Congress threatened to treat Rhode Island as a foreign nation for trade purposes.
