A State Without Billboards

Vermont is one of only four states that prohibit billboards along highways, along with Maine, Alaska, and Hawaii, having banned them in 1968 under the federal Highway Beautification Act. The absence of roadside advertising gives Vermont a markedly different visual character from other states, one that residents consider inseparable from the state's identity. Vermont has also resisted large-scale retail development more successfully than most states, with no Walmart allowed within city limits in several of its largest towns due to local zoning decisions.
